Scripture: 1 Peter 2:11
“Beloved, I urge you as sojourners and exiles to abstain from the passions of the flesh, which wage war against your soul.”
This verse marks an important transition in 1 Peter from “identity” to “conduct.” Peter has just declared that believers are a chosen race, royal priesthood, holy nation, and people belonging to God; he now explains how this identity should shape their life in society.
1. Historical Background: Living in a Different Culture
First Peter is addressed to Christians scattered across Pontus, Galatia, Cappadocia, Asia, and Bithynia. These regions were in Asia Minor under the Roman Empire, and Christians were a minority group who could be misunderstood, excluded, and slandered because of their faith.
Early Christians may not initially have faced universal state-sponsored persecution; many studies suggest that Peter is addressing pressures such as social ostracism, verbal slander, economic exclusion, and neighbors’ misunderstanding of Christian conduct.
Because they refused to participate in certain pagan rituals, banquets, and social activities, they could be regarded as antisocial, impious, unpatriotic, and even accused of wrongdoing.
Peter is therefore not addressing comfortable believers without pressure, but people who must live as witnesses in an environment unfamiliar with, and sometimes hostile toward, Christian faith.
2. What Does “Sojourners and Exiles” Mean?
“Sojourners and exiles” do not merely describe believers as people who will one day go to heaven; they describe their present social identity and position.
They genuinely live in this world, work, raise families, fulfill civic responsibilities, and seek the good of their city; but they no longer treat surrounding society’s values as the highest standard.
A sojourner is not someone who flees the world, but someone who lives in the world with a different allegiance.
This identity contains two directions:
- Not belonging to the world’s value center.
- Still accepting responsibility for the good of the world.
Therefore, Christians should neither assimilate completely nor isolate completely; they are to live within society with distinctive character, good works, and hope.
3. The Exegetical Meaning of “Fleshly Desires”
Peter’s phrase “fleshly desires” is sarkikōn epithymiōn in Greek.
Sarkikos means “fleshly” or “governed by fallen human nature”; epithymia means “strong desire, longing, or craving.” In this context, it does not refer only to sexual desire, but to all self-centered desires that war against God’s will.
These desires may include:
- Sexual impurity and indulgence.
- Greed for money, status, and possessions.
- Envy, comparison, and inability to accept another’s success.
- Anger, bitterness, and revenge.
- The desire to control people, outcomes, and personal image.
- Conforming out of fear of rejection.
- Uncontrolled dependence on comfort, security, entertainment, or approval.
Peter’s point is not that the body itself is evil, nor is he teaching asceticism; his point is that desires arising from fallen humanity fight for control and keep people from living according to God’s will.
4. How Do These Desires Wage War Against the Soul?
Peter uses language associated with military warfare, showing that these desires are not merely occasional thoughts, but forces that continually fight for control of our inner life.
They often work through several stages:
1. Turning a Desire into a Master
A legitimate desire can become “I must have this” when it loses proper boundaries.
Wanting job stability is legitimate; but if one falsifies data or conceals defects to keep a job, the desire for security has begun to rule conscience.
2. Distorting Judgment
When desire becomes intense, people often stop asking, “What pleases God?” and ask only, “How can I achieve my goal?”
People then rationalize injustice by saying, “Everyone does it,” “There is no other choice,” or “It is only a small matter.”
3. Damaging Inner Identity
Fleshly desires make people forget that they are chosen sojourners and instead believe, “I must prove my worth through earthly success, human approval, and self-control.”
4. Damaging Public Witness
Verse 12 immediately calls believers to honorable conduct among the Gentiles, showing that unaddressed inner desires eventually appear in public life.
Greed may become workplace fraud; envy may become slander; the desire for power may become abuse; sexual impurity may damage marriage and human dignity.
5. The Positive and Negative Structure of Verses 11–12
Peter begins with a negative command: “Abstain from fleshly desires.”
He then completes the thought with a positive command: “Keep your conduct honorable.”
This shows that Christian life is not merely avoiding sin, nor merely separating from the world.
Believers are to do both:
- Reject desires that damage the soul.
- Actively live in ways that witness to God.
Saying only, “I do not do bad things,” is not enough; sojourners must also display another way of life through integrity, mercy, honesty, peace, faithfulness, and good works.

7. Reflection for Today
Do I see myself as a sojourner of heaven, or do I still treat worldly approval, comfort, and security as my ultimate belonging?
Which desire most often controls me recently: sexuality, greed, envy, revenge, control, reputation, comfort, or fear of rejection?
How does this desire affect my mind, decisions, relationships, work, and gospel witness?
What concrete action can I take so that I not only abstain from evil, but actively live honorably?
總結
Summary
The background of 1 Peter 2:11 is a Christian community living amid a different culture, minority status, and social pressure. Peter commands them not to be controlled by desires arising from fallen humanity, but to live out the gospel in society through observable good conduct.
The point of this verse is not asceticism, but the sojourner’s loyalty; not hatred of the body, but refusing sinful desire to reign; not escape from society, but living distinctively as God’s people within it.
The true application is this: because I belong to another kingdom, I cannot let this world’s desires determine how I live; in every daily choice, Christ’s truth, holiness, and mercy must become my direction.
