From the Book of Acts to the Modern Church’s Missionary Mandate

I. The Basis of Mission: The Commission of Christ

The missionary mandate is not a plan the church invents for itself, but a commission personally given by the risen Lord.

Before His ascension, Jesus commanded His disciples that after the Holy Spirit came upon them, they would be His witnesses in Jerusalem, Judea, Samaria, and to the ends of the earth (Acts 1:8).

Thus, the first questions for the church are not “How many activities do we have?” but:

· Are we still centered on Jesus Christ?
· Do we clearly know what we are witnessing to?
· Are we willing to be sent—to both familiar and unfamiliar people?

The heart of mission is not promoting a religious brand, but proclaiming the salvation God has accomplished in Jesus Christ and inviting people into a new life of following Him.

II. The Power of Mission: Reliance on the Holy Spirit

The Book of Acts is not a chronicle of human heroes or a case study in church management; it is a record of the Holy Spirit guiding the church to fulfill its mission.

The church in Antioch, while worshiping, fasting, and praying, received the Spirit’s direction and set apart Barnabas and Saul for the work to which the Lord had called them.

This carries an important warning for the modern church: mission cannot rely solely on:

· 領袖的魅力;
· Charismatic leaders;
· 完整的事工計畫;
· Well-structured plans;
· 媒體和科技;
· Media and technology;
· 人數、預算或活動數據;
· Numbers, budgets, or activity metrics;
· The church’s social standing.

These resources may be used, but they cannot replace prayer, the Spirit’s guidance, and trust in God.

Mission is God’s work, and the church’s role is obedient participation in that work.

III. The Scope of Mission: From “Our Own” to All Peoples

In Acts, the expansion of the gospel is not merely geographic—it also involves widening the circle of those welcomed.

The gospel begins among Jews, crosses the barrier of the Samaritans, and finally reaches Gentiles like Cornelius. The Jerusalem Council in chapter 15 affirms that Gentiles enter God’s people by grace, without first becoming Jews.

The modern church must also examine its own “gospel boundaries”:

· Do we only reach those with similar backgrounds?
· Do we overlook people of different classes, ages, ethnicities, and cultures?
· Do we require others to adapt to church culture before allowing them near the gospel?
· Are we willing to listen to the needs of the overlooked in our community?

True mission does not mold everyone into the same type of churchgoer, but builds a new community in Christ that embraces difference, holds to truth, and loves one another.

IV. The Starting Point of Mission: Beginning in Jerusalem

The order in Acts 1:8 does not mean the church should focus only on overseas missions; rather, it reminds us to start nearby and then extend outward:

Missionary Sphere / Modern Equivalent

Jerusalem / Home, church, neighbors, workplace

Judea / City, region, local community

Samaria / Overlooked or estranged groups

Ends of the earth / Cross-cultural, overseas, global networks

Therefore, a church cannot speak of “world missions” while neglecting its own community.

It should carefully observe the place where God has set it: What families, seniors, youth, working-class individuals, immigrants, minorities, or lonely people are nearby? Mission can begin with these specific persons.

V. The Content of Mission: Word and Life Together

In Acts, witness includes public preaching, personal conversations, healing, mutual sharing, suffering, and defense in court.

This shows that mission requires both clear proclamation of the gospel and a life that demonstrates its truth.

If the church has activities but no gospel content, it becomes mere social service. If it has slogans but no love and justice, its witness loses credibility.

Thus, the modern church must equally emphasize:

  2. Proclamation – Clearly declaring Jesus as Lord, calling for repentance and faith.
  4. Discipleship – Helping new believers understand Scripture, develop prayer, and follow Christ.
  6. Community Life – Living out the gospel through fellowship, sharing, and mutual care.
  8. Compassion and Justice – Attending to practical needs and serving the wounded and neglected.
  10. Lived Witness – Demonstrating honesty, holiness, and hope in family, workplace, and society.

Mission is not just bringing people to meetings; it is making disciples of Christ and incorporating them into a Christ-centered community.

VI. The Method of Mission: The Whole Church Sent

In Acts, mission is not accomplished by a few apostles alone.

Scattered believers, driven by persecution, preached everywhere; Philip witnessed to Samaritans and the Ethiopian eunuch; the Antioch church collectively discerned, sent, and supported missionaries.

The modern church needs to shift from “pastors doing mission” to “the whole church as a missional community”:

· 牧者負責教導、裝備和牧養;
· Pastors teach, equip, and shepherd.
· 成熟信徒陪伴初信者;
· Mature believers mentor new disciples.
· 職場信徒在工作環境中作見證;
· Workplace believers witness in their professional settings.
· 家庭在日常生活中接待和關懷人;
· Families practice hospitality and care in daily life.
· 青年、長者與不同專業人士按恩賜參與;
· Youth, seniors, and professionals serve according to their gifts.
· The church supports missionaries through prayer, giving, training, and sending.

Mission is not the job of a few specialists, but the shared responsibility of the entire Body of Christ.

VII. The Driving Force of Mission: Witnessing Even in Crisis

Acts reveals a significant pattern: persecution does not stop the gospel; it often scatters the disciples and brings the gospel to new places.

Paul is arrested, tried, and shipwrecked—outwardly losing freedom, yet gaining opportunities to witness to officials, soldiers, sailors, and Roman residents.

This does not mean the church should seek suffering, but it cannot make “favorable circumstances” a prerequisite for mission.

When the church faces social change, population shifts, pandemics, migration, or dwindling resources, it can ask:

Within new limitations, what witnessing opportunities has God still preserved for us?

Missionary faith is not the belief that everything will go smoothly, but the confidence that even when circumstances change, God’s word is not bound.

VIII. Measuring Mission: Beyond Numbers

Acts does record numerical growth, but Luke also documents prayer, teaching, fellowship, sharing, suffering, conflict resolution, and discipleship growth.

Therefore, the church cannot measure mission success solely by attendance, decisions, or program participation.

A fuller evaluation might consider the following aspects:

Dimension / Questions to Ask

Faithfulness / Do we faithfully proclaim the full gospel?

Relationships / Do we truly listen to and accompany unbelievers?

Discipleship / Are new believers growing and serving others?

Community / Is the church a place where different people can belong?

Sending / Are we nurturing, sending, and supporting new workers?

Impact / Does the community see hope, compassion, and justice through the church?

Dependence / Are decisions made through prayer and shared discernment?

Data can help the church understand its situation, but it cannot replace faith, faithfulness, and love for people.

IX. A Practical Framework for the Modern Church

Churches may re-establish a missional culture by following this sequence:

  2. Reaffirm the mission – Study Acts 1:8 together; clarify why the church exists.
  4. Establish prayer – Pray persistently for the community, people groups, missionaries, and gospel opportunities.
  6. Map the community – Understand local demographics, needs, culture, and accessible groups.
  8. Train believers – Teach personal testimony, listening, dialogue, and how to accompany seekers.
  10. Build small teams – Involve believers of various ages and gifts.
  12. Connect to practical needs – Build relationships through family, workplace, education, care, and community service.
  14. Send and support – Support local and cross-cultural mission; do not outsource it to a few.
  16. Regularly discern and adjust – Review who is being reached, who is overlooked, and where the Spirit is opening doors.

總結
Conclusion

From the Book of Acts, the modern church’s missionary mandate can be summarized in five points:

· Centered on the risen Christ.
· Empowered and directed by the Holy Spirit.
· Starting in the local community, crossing ethnic and cultural lines.
· Proclaiming the gospel in word and living it out in life.
· Making the whole church a sent, disciple-making community.

Therefore, the real question the church needs to ask is not merely “How do we maintain our current gatherings?” but:

For whom has God placed us in this city, this community, and this time to bear witness?
