Offices and Positions in the Kingdom of God: A Salvation Structure Centered on the Triune God

The most fundamental principle is this: the Father, the Son, and the Holy ISpirit are the one true God; Jesus Christ is the only Savior and the sole mediator between God and humanity; prophets, priests, pastors, and all believers are created human beings who participate in, witness to, and serve the work of Christ in various ways, but can never replace Him.

                                           Unbelievers in the World

The direction here is especially crucial: people do not come to God directly through prophets, pastors, or any church leaders, bypassing Christ; rather, they come “through Christ, in one Spirit, to the Father.”

This is the condensed structure given by Paul in Ephesians 2:18; verses 2:20–22 further explain that the church is built upon the foundation of the apostles and prophets, with Christ Jesus Himself as the chief cornerstone, becoming a dwelling place for the Holy Spirit.

The New Testament Fivefold Ministry

The “fivefold ministry” comes from Ephesians 4:11, referring to the five categories of service gifts and functions that Christ gave to the church: apostles, prophets, evangelists, pastors, and teachers. These five are not five unrelated “titles,” but dimensions of ministry that work together to “equip the saints for the work of ministry, for building up the body of Christ.”

The structure of Ephesians 4:11–13 is:

“He gave the apostles, the prophets, the evangelists, the shepherds and teachers, to equip the saints for the work of ministry, for building up the body of Christ, until we all attain to the unity of the faith and of the knowledge of the Son of God, to mature manhood, to the measure of the stature of the fullness of Christ.”

Therefore, the goal of the fivefold ministry is not to raise a few “super-leaders,” but to bring all believers to maturity in truth and love, and to equip them for ministry, so that the church will not be tossed about by false teaching.

Detailed Explanation of the Fivefold Ministry

使徒

Apostle

The original meaning of “apostle” is “one who is sent.” In the New Testament, true apostles are those called and sent by God, bearing God’s authority to proclaim the gospel, teach truth, and establish churches everywhere. Paul called himself “an apostle of Christ Jesus by the will of God,” emphasizing that his sending came from God and Christ, not from men.

The work of apostles includes:

Gospel pioneering and missionary journeys
Establishing local churches and appointing elders
Guarding the purity of the gospel and refuting errors
Writing authoritative apostolic teachings (forming an important part of the New Testament canon)

先知

Prophet

New Testament prophets are those who speak on behalf of God; their messages often include “edification, exhortation, and comfort,” with the purpose of building up the church. Prophetic ministry is not merely about predicting the future; more importantly, it brings God’s heart into the present situation, calls people to repentance and turning to God, and gives the church direction and warning at critical junctures.

Evangelist

The “evangelist” is one who specifically proclaims the gospel of Christ and leads people to the Lord. In the New Testament, Philip is called “the evangelist” (Acts 21:8). Their focus is on spreading the good news outward, drawing unbelievers to Christ, and they often work in conjunction with apostolic pioneering efforts.

牧師

Pastor

The original image of “pastor” is a shepherd, one who feeds, cares for, and protects the flock. Peter exhorted elders to “shepherd the flock of God that is among you,” not lording it over them but being examples. Shepherds typically serve a specific congregation long-term, responsible for spiritual guidance, care, watchfulness, and shaping the community culture.

教師

Teacher

Teachers are those who specifically teach people to understand truth, enabling them to be rooted in the faith and no longer be like children tossed about by every wind of false teaching. The work of teachers includes systematic exegesis, discipleship training, theological education, and helping believers apply their faith to every aspect of life.

Relationship with “Elder/Deacon” and Other Offices

The New Testament also has another common set of terms: elders (overseers) and deacons, which more directly point to the governance and service structure of the local church (Acts 20:17, 28; Titus 1:5–9; Phil 1:1). One can understand it this way:

Fivefold ministry: emphasizes the ministry gifts and functions that Christ gave to the church (apostles, prophets, evangelists, pastors, teachers)
Elders/overseers and deacons: emphasize the governance and service positions of the local church

The two can overlap: an elder may also be a pastor or teacher; a person with an apostolic gift may serve across multiple churches and may not necessarily be a resident elder of any single congregation.

Is It “Position” or “Gift/Function”?

Different traditions have different understandings, but there are two important areas of consensus:

These are not five mutually exclusive titles
The same person may have multiple functions simultaneously. For example, Paul embodied multiple dimensions—apostle, teacher, prophetic proclamation—and many pastors also combine teaching and shepherding, and even missionary pioneering.
The ultimate purpose is to equip all believers
The fivefold ministry is not for a few to monopolize all the work, but to train, equip, and release all saints to participate in ministry, so that the body of Christ may be built up.

Some traditions emphasize that these five are gift-based functions given by Christ to the church and do not necessarily correspond to “positions” in the modern church; other traditions hold that the church should identify and raise up those who have these gifts and give them corresponding offices and responsibilities.

The Priesthood of All Believers: Biblical Basis and Theological Significance

Scripture does indeed teach that “all believers in Christ possess a priestly identity”; however, a more precise formulation is not “all human beings automatically become priests regardless of faith,” but rather “all who belong to Christ and are redeemed together constitute a holy and royal priestly community.” The most direct passages are 1 Peter 2:5, 9, and Revelation 1:5–6; their roots can be traced back to Exodus 19:6.

The Most Direct Biblical Basis

“You yourselves like living stones are being built up as a spiritual house, to be a holy priesthood, to offer spiritual sacrifices acceptable to God through Jesus Christ.”

The audience is believers who “come to the Lord.” Peter does not say that only church leaders are priests, but calls the entire community of believers “a holy priesthood.” There are two key points:

Believers are being built into God’s “spiritual house” or spiritual temple
Believers, through Jesus Christ, offer to God “spiritual sacrifices” that are acceptable to Him

“But you are a chosen race, a royal priesthood, a holy nation, a people for his own possession, that you may proclaim the excellencies of him who called you out of darkness into his marvelous light.”

This verse calls the church a “royal priesthood.” Therefore, the priestly identity of believers is not for gaining privilege or religious status, but for one mission: to proclaim God’s deeds and be His witnesses.

Revelation 1:5–6; 5:9–10

Revelation says that Christ washed or released His people with His own blood, and “made us a kingdom, priests to His God and Father”; chapter 5 further says that He purchased people for God from every tribe, language, people, and nation, and made them priests.

Here it is clear: believers become priests not because they are holy or learned enough, but because of Christ’s precious blood redemption.

Old Testament Roots and New Testament Fulfillment

The “kingdom of priests” was not a new idea that suddenly appeared in the New Testament. When God made a covenant with Israel at Mount Sinai, He already said:

“You shall be to me a kingdom of priests and a holy nation.” — Exodus 19:6

1 Peter 2:9 precisely uses this language in the New Testament, applying it to the church in Christ.

However, note that there are two different levels in the Old Testament:

Level Old Testament Situation Fulfillment in the New Testament
All Israel Called to be a “kingdom of priests,” witnessing to God among the nations The entire church becomes a priestly community belonging to God and witnessing to Him
Aaronic Priesthood Only the tribe of Levi, descendants of Aaron, could offer the prescribed sacrifices in the tabernacle/temple Jesus accomplished the final atoning sacrifice; no further system of animal sacrifices for atonement is needed

Therefore, “the priesthood of all believers” does not mean that the Old Testament never had a special priestly office; rather, it means that the Old Testament temple priesthood and sacrificial system find their ultimate fulfillment in Christ.

Why Does Christ Enable Believers to Be Priests?

The key lies in this: Jesus is the one and only, eternal High Priest, and He is also the once-for-all and eternally effective atoning sacrifice.

Old Testament priests had to offer sacrifices repeatedly because human sins were not ultimately resolved by those animal sacrifices; the priests themselves were sinners and had to offer sacrifices for themselves first. Hebrews 7–10 explains that Jesus was without sin; He offered Himself, once for all, accomplishing an eternally effective redemption. Therefore, believers today do not need to rely on an earthly priest to offer sacrifices for them in order to approach God; rather, they come directly to God “through Jesus Christ.”

This sequence can be understood as follows:

Human sin separates people from God
          ↓
Christ made Himself the perfect atoning sacrifice
          ↓
Christ becomes the one and only eternal High Priest/Mediator
          ↓
All who trust in Christ receive forgiveness and can draw near to the Father
          ↓
All believers become a holy and royal priestly community

This does not diminish the uniqueness of Christ; on the contrary, it is entirely founded upon His uniqueness. There is only one redemptive mediator—Jesus Christ; the priestly identity of all believers is to share in, witness to, and serve His priestly work, not to stand alongside Him.

What Exactly Does a “Priest” Do?

The core functions of Old Testament priests were: drawing near to God, offering sacrifices, interceding, teaching, and representing God’s holiness. The priestly identity of New Testament believers also has corresponding spiritual practices.

Direct Access to God

Believers can pray, worship, confess sins, and come to the throne of grace in Christ’s name. This does not mean believers do not need the church, shepherding, or spiritual companions, but that no earthly leader can monopolize a person’s relationship with God.

Offering Spiritual Sacrifices

1 Peter 2:5 mentions “spiritual sacrifices.” Other New Testament passages indicate that these include:

Presenting one’s body as a “living sacrifice” (Rom 12:1)
Giving thanks and praise to God (Heb 13:15)
Doing good, sharing, and giving generously (Heb 13:16)
Worship through repentance, obedience, and love for God and neighbor
Praying for others and interceding for one another

These are not for earning salvation, but are responses to the grace already received.

Proclaiming and Witnessing

1 Peter 2:9 especially emphasizes: believers become priests so “that you may proclaim” the excellencies of Him who called them out of darkness into light. In other words, every believer can bear witness to the gospel and participate in the church’s mission; evangelism is not the responsibility of pastors, preachers, or a few missionaries alone.

Mutual Intercession and Service

“The priesthood of all believers” also means: you can directly intercede for brothers and sisters, family members, unbelievers, and society; and every believer should use the gifts they have received to participate in building up the church, not merely “go to listen to the pastor’s sermon.”

What Does It NOT Mean?

“The priesthood of all believers” can easily be misunderstood; the following points must be clarified.

Common Misunderstanding More Biblical Understanding
No need for pastors, elders, teachers Church leadership, teaching, watchfulness, and mutual accountability are still needed; but leaders are not mediators of salvation
Everyone can interpret Scripture arbitrarily without learning or community discernment Everyone can read Scripture and has the responsibility to learn and apply it; but should humbly be tested by church tradition, community, and orthodox faith
Everyone is a “formal church leader” All believers share a common priestly identity, but the Holy Spirit still gives different gifts, and the church still has elders, pastors, teachers, and other offices
No need for gatherings, sacraments, or church life The priestly identity of believers is communal; Peter says “you” together are being built into a spiritual house, not individualistic faith
Believers can replace Christ as mediator The exact opposite; believers can approach God precisely because Christ is the sole mediator and High Priest

Therefore, pastors or shepherds do not have an “exclusive channel” to God that is more direct than that of ordinary believers; they bear different shepherding and teaching responsibilities in the church. All believers equally come to the Father through Christ, but not all are called to the same governance or teaching offices. The emphasis of this doctrine is common dignity, common responsibility, different gifts, and mutual collaboration, not the abolition of church order.

How Christ Fulfills the Threefold Office

Traditional Christian theology often organizes the work of the Lord Jesus under the “threefold office of Christ”: Prophet, Priest, and King. This does not mean that Jesus merely performed three jobs, but that the distinct salvific functions of the Old Testament find their perfection and finality in Him alone.
