The Interweaving of Two Covenants in Kings: The Mosaic and Davidic Covenants《

The book of Kings simultaneously presents the “Mosaic Covenant” and the “Davidic Covenant,” but they play different roles—the Mosaic Covenant is the “standard of judgment,” while the Davidic Covenant is the “ground of hope.”

From beginning to end, Kings uses the “Mosaic Covenant” (especially the blessings and curses of Deuteronomy) to evaluate every king and the fate of the entire nation.

I. The Mosaic Covenant: The Standard of Judgment in Kings

  2. The Basis of the Verdicts

The recurring verdict in Kings is: “He did what was right in the eyes of the LORD” or “He did what was evil in the eyes of the LORD.”

The standard for “right” and “evil” is precisely the Mosaic Covenant—especially the law of Deuteronomy.

Deuteronomy clearly lists the consequences of keeping and breaking the covenant:

Keeping the covenant → Blessed: peace, abundance, and security in the land.
Breaking the covenant → Cursed: defeat, famine, plague, and ultimately being driven out of the land.

  2. Prophecy Becomes History

The narrative structure of Kings turns Deuteronomy’s prophecies into historical records:

《申命記》的預言 / Prophecy in Deuteronomy 《列王紀》的應驗 / Fulfillment in Kings
拜偶像必被趕出土地(申4:25–27)/ Worshiping idols will lead to being driven from the land (Deut 4:25–27) 北國以色列因拜偶像亡於亞述(王下17:7–23)/ The Northern Kingdom of Israel fell to Assyria because of idolatry (2 Kings 17:7–23)
效法列國、行邪術、流無辜人血必致傾覆(申18:9–12;王下21:16)/ Imitating the nations, practicing sorcery, and shedding innocent blood will bring destruction (Deut 18:9–12; 2 Kings 21:16) 瑪拿西的偶像與暴行使神決意毀滅猶大(王下21:10–15)/ Manasseh’s idolatry and violence led God to determine Judah’s destruction (2 Kings 21:10–15)
不聽先知的話必遭審判(申18:18–19)/ Rejecting the prophets will bring judgment (Deut 18:18–19) 南國猶大拒絕先知,亡於巴比倫(王下24–25)/ Judah rejected the prophets and fell to Babylon (2 Kings 24–25)

  2. Manasseh’s Sin: A Key Case of Cumulative Judgment

Notably, the judgment declaration in 2 Kings 21:10–15 was pronounced for Manasseh’s personal sins—he set up Baal altars, worshiped the heavenly hosts, placed carved idols in the temple, practiced sorcery, divination, and necromancy, and shed much innocent blood.

Yet 2 Kings 23:26–27 clearly states that even after Josiah’s extensive reforms, the LORD still determined to remove Judah from His presence because of all the sins Manasseh had committed.

This is the sharpest case of the “Mosaic standard of judgment” in Kings—it shows that the sins of an individual king can accumulate into national judgment that spans generations, directly reinforcing the theme that the Mosaic Covenant is the standard of judgment.

  2. The Mosaic Covenant Explains “Why Exile Happened”

The author of Kings uses the Mosaic Covenant as the “verdict” of the historical court—it answers the question:

Why did God’s people, God’s city, and God’s temple end up in exile?

The answer: because the kings and the people long violated the Mosaic Covenant.

II. The Davidic Covenant: The Ground of Hope in Kings

  2. If Only the Mosaic Covenant Existed, the Conclusion Would Be Total Despair

If Kings had only the Mosaic Covenant, the book would end in total despair—because everyone failed, everyone broke the covenant, and everyone deserved judgment.

  2. The Davidic Covenant Ensures “Exile Is Not the End”

The ending of Kings is not despair, but suspense and hope:

“Jehoiachin… was released from prison… and the king gave him a regular allowance.” (2 Kings 25:27–30)

Jehoiachin was still alive; the house of David had not been cut off.

Why? Because of the Davidic Covenant.

Even at the moment of Judah’s destruction, Scripture repeatedly states:

“Nevertheless, for the sake of his servant David, the LORD was not willing to destroy Judah. He had promised to maintain a lamp for David and his descendants forever.” (2 Kings 8:19)

Notably, this promise appears precisely when King Jehoram of Judah followed the ways of Ahab’s house and did evil in the LORD’s eyes (2 Kings 8:18)—which underscores the gracious, unilateral nature of the Davidic Covenant: it rests not on royal merit, but on God’s own oath to David.

  2. The Question the Davidic Covenant Answers

The function of the Davidic Covenant in Kings is:

Even if the people and the kings completely failed, does God still have a plan?

The answer is: Yes. The Davidic Covenant guarantees that God’s ultimate purpose for kingship will not be overthrown by human failure.

III. The Division of Labor Between the Two Covenants in Kings

角色 / Role 審判的標準 / Standard of judgment 盼望的根據 / Ground of hope
How should the people and kings live? / Even if they fail, does God still have a plan?
影響 / Effect 解釋「為何亡國」 / Explains “why exile happened” 確保「亡國不是終局」 / Ensures “exile is not the end”
用在誰身上 / Applied to Whom 所有君王和全國百姓 / All kings and the entire nation 大衛家(猶大王室)/ The house of David (the Judean monarchy)
《列王紀》中的表現 / Expression in Kings 用「行耶和華眼中看為正/惡」評價每位君王 / Evaluates every king as “doing right or evil in the eyes of the LORD” 不斷出現「因大衛的緣故」保留猶大 / Repeatedly states “for David’s sake” to preserve Judah

A crucial logical connection: the Davidic Covenant never exempted David’s house from the Mosaic law. God told David, “When he sins, I will punish him with a rod wielded by men” (2 Sam 7:14). So David’s descendants remain accountable under the Mosaic Covenant—individual kings, even the dynasty’s political existence, can be judged—yet this cannot overturn God’s ultimate, everlasting promise to David’s house itself.

IV. An Analogy for Understanding

Imagine a school:

The Mosaic Covenant = the school rules and exam standards. If students cheat, skip class, or don’t do their homework, they will fail, be put on probation, or even be expelled. This is the standard of justice.
The Davidic Covenant = the principal’s promise. Even if an entire class performs poorly all semester, the principal still promises, “This class will not be abolished, because I will give them one final opportunity.” This is not indulgence, but preserving space for the future.

But note: the principal’s promise does not exempt the class from exams and rules—students who fail still receive demerits or are held back. What the principal guarantees is that the class itself will not be permanently shut down.

Kings uses the school rules (the Mosaic Covenant) to explain why both the Northern and Southern Kingdoms were “expelled” (exile), while using the principal’s promise (the Davidic Covenant) to tell readers: the school has not yet closed; one day a truly good student (the Messiah) will come and turn everything around.

V. The Hierarchical Relationship of the Two Covenants: The Example of Solomon’s Temple Dedication

Solomon’s temple dedication prayer (1 Kings 8) is the best example for understanding the relationship between the two covenants: the prayer’s core language is essentially Mosaic—confession, repentance, divine mercy and forgiveness—yet its very possibility rests on the Davidic Covenant, which had already promised that David’s descendant would build the temple and govern God’s people.

Here the two covenants are not merely juxtaposed; one operates within the framework of the other: the Davidic Covenant ensures the existence of the temple and kingship, while the Mosaic Covenant regulates how the people and king are to live in the temple and the land.

VI. Why Do Scholars Call Kings “Deuteronomistic History”?

Scholars commonly use the term “Deuteronomistic History” to describe the large narrative block from Deuteronomy through Kings.

The very name tells you: the historical evaluation framework of Kings comes from Deuteronomy (the final exposition of the Mosaic Covenant).

But this “Deuteronomistic History” does not exclude the Davidic Covenant—it understands the Davidic Covenant within the framework of the Mosaic Covenant. That is to say:

Davidic kingship did not come to abolish the law, but to help the people keep the law.

VII. One-Sentence Summary

Kings uses the “Mosaic Covenant” to explain “why exile happened,” and the “Davidic Covenant” to declare “there is hope beyond exile.” The former is the standard of judgment; the latter is the guarantee of salvation. Neither can be missing.

“You will be for me a kingdom of priests and a holy nation.” (Exodus 19:6) — The identity declaration of the Mosaic Covenant

“Your house and your kingdom will endure forever before me; your throne will be established forever.” (2 Samuel 7:16) — The eternal promise of the Davidic Covenant

“When he sins, I will punish him with a rod wielded by men… But my lovingkindness will not be taken from him.” (2 Samuel 7:14–15) — The coexistence of discipline and promise
